(a) 
No owner shall have within the city limits any dog or cat six (6) months of age or older unless such dog or cat is currently registered with the city.
(b) 
Every dog or cat six (6) months of age or older must be registered in the city, and the fee for said registration shall be seven dollars ($7.00) per year per animal.
(c) 
No dog or cat shall be registered until it has a current rabies vaccination.
(d) 
For the seven dollar ($7.00) fee, the city shall furnish a current registration tag, which must be affixed to a collar or harness that must be worn by the dog or cat at all times.
(e) 
The license period shall be from June first of each year until May thirty-first of the following year, and all dogs and cats subject to such registration shall be registered on or before July thirty-first of each year.
(f) 
The city shall keep a registration book with the name of the owner, the breed and description of the animal and the address of the owner.

Every owner of a dog, cat, or other domestic animal six (6) months of age or older for which there exists an approved vaccine shall have such animal vaccinated against rabies. Revaccination shall be required for that animal on an annual basis. The owner of any animal moving into the city shall have ten (10) days to comply with this division. Upon vaccination, the veterinarian shall execute and furnish to the owner of the animal, as evidence thereof, a vaccination certificate of a form approved by the department of state health services, retaining a copy of such for his own record. Concurrent with this, the veterinarian shall be required to attach to the collar or harness of the vaccinated animal a tag which shows that the animal is currently vaccinated against rabies. The animal shall be required to wear this tag along with the city registration tag.

It shall be unlawful for any person to harbor any animal which has not been vaccinated against rabies, as provided herein, or which cannot be identified as having a current vaccination certificate. There shall be a fine of one hundred dollars ($100.00) for unvaccinated animals.
