There is hereby continued, as established in the city, a department to be known as the city emergency medical services (EMS), the object of which shall be the transportation of injured or ill persons to a health care facility appropriate to their needs in accordance with the Panhandle Emergency Medical Service Protocols.

(a) 
The department shall consist of a director, assistant director, training officer and other officers as the director and city manager may deem necessary for the effective operation of the department.
(b) 
The director shall be appointed by the city manager with the approval of the city council. All other officers in the department shall be appointed by the director with the approval of the city manager. All officers shall serve a tenure of two years and will serve at the pleasure of the city manager.

The director shall be held accountable for the department and shall make written and verbal reports to the city manager as he shall require.

(a) 
The director shall be responsible for the adherence of the department to the established rules of operation for the department as set by the city council.
(b) 
The director shall cause the formulation of the monthly rotation listing that will be presented to the city manager.
(c) 
The training officer shall at least once a month conduct suitable training sessions in the effective use of basic life support procedures.
(d) 
The director shall cause suitable records to be maintained as required by the city manager and the state.
(e) 
The director shall cause the timely submission of all reports.

The membership of the service shall consist of such persons as may be appointed by the director in accordance with the city volunteer rules and regulations, as adopted by the city council.

(a) 
The service shall be equipped with such apparatus and other equipment as may be required from time to time to maintain its efficiency and properly protect life.
(b) 
Recommendations of apparatus and equipment needed shall be made by the director and after approval by the city council shall be purchased in such manner as may be designated by the city council.
(c) 
All equipment of the service shall be safely and conveniently housed in such places as may be designated by the city council. Such places shall be heated during the winter season.
(d) 
Suitable arrangements shall be provided for citizens to turn in alarms and for notifying members of the service so that they may promptly respond.
(e) 
No person shall use any ambulance apparatus or equipment for any private purpose, nor shall any person willfully and without proper authority take away or conceal any article used in any way by the service.
(f) 
No person shall enter any place where ambulance apparatus is housed or handle any apparatus or equipment belonging to the service unless accompanied by, or having the special permission of, an officer or authorized member of the service.
(g) 
The city is hereby authorized to enter into agreements or contracts with nearby incorporated communities or governing bodies of other organizations to provide the members or organizations with ambulance service or to establish a mutual-aid system.

No person shall park any vehicle or otherwise cause any obstruction to be placed within three hundred (300) feet of the entrance of the place where ambulance apparatus is stored.

(a) 
Any person violating any provision of this article shall, upon conviction, pay a fine of not more than two hundred dollars ($200.00) for each offense.
(b) 
All regularly appointed members of the service are hereby given the necessary special police powers for the purpose of enforcing the provisions of this article.
(c) 
It is the special duty of the chief of police and/or other officers who may be on duty to respond to all ambulance runs within the city and assist the service in the protection of life and property, in regulating traffic, maintaining order and in enforcing observance of all sections of this article.

Any member of the EMS who resigns from the service or in any manner leaves or is removed from the service shall return to the director any and all equipment and ID cards issued to him/her by the service.
