(a) No person shall stop, stand or park a vehicle, except when necessary
to avoid conflict with other traffic or in compliance with law or
the directions of a police officer or traffic-control device, in any
of the following places:
(1) On the roadway side of a vehicle stopped or parked at the edge or
curb of a street;
(5) Between a safety zone and the adjacent curb or within 30 feet of
a place on the curb immediately opposite the ends of a safety zone,
unless the governing body of the municipality designates a different
length by signs or markings;
(6) Alongside or opposite a street excavation or obstruction if stopping,
standing, or parking the vehicle would obstruct traffic;
(7) On a bridge or other elevated structure on a highway or in a highway
tunnel;
(9) Where an official sign prohibits stopping.
(b) No person shall park a vehicle within an alley in such a manner or
under such conditions as to block the free passage of other vehicles
in such alley.
(c) A no parking zone is established on the west side of the 200 block
of North Hoyne Street. Said no parking zone shall extend along the
curbline, sixty-one feet, 2 inches, between the entrance to the Sanford-Fritch
Elementary School parking lot on the south and the exit to the employee
parking lot on the north.

The city manager, with approval of the city council, is hereby
authorized to determine and designate, by proper signs, places in
which the stopping, standing or parking of vehicles would create especially
hazardous conditions or would cause unusual delay to traffic. When
official signs are erected at hazardous or congested places as authorized
by this section, no person shall stop, stand or park a vehicle in
any such designated place.

It shall be unlawful and an offense for any person to park a
vehicle on any portion of Broadway Street, where curb and gutter exist,
within the limits of the city, which is not set back a minimum of
thirty-two (32) feet from the centerline of said street.

It shall be unlawful for any person to knowingly leave parked
or standing in any public street, alley or other public place any
vehicle for a longer continuous period of time than forty-eight (48)
hours.

No person shall allow, permit, or suffer any vehicle registered
in his name to park or stand in violation of this article. The same
is hereby declared to be a nuisance per se, and the fact that such
vehicle is unattended or unoccupied by any person shall be prima facie
evidence that the owner unlawfully and knowingly parked such vehicle.

Motor vehicles or other vehicles illegally parked or standing
in violation of this article shall be removed or impounded in the
same manner as provided for removal of motor vehicles under the Texas
Abandoned Motor Vehicle Act.

Any person who shall violate this article shall be guilty of a misdemeanor and, upon conviction, shall be fined as provided in section
1.01.009.
