There is hereby created and established a police department
in the city, which shall consist of a department head and such police
officers as the city council may from time to time deem necessary
and proper. The department head shall be appointed and/or terminated
by the city manager, with the approval and consent of the city council.
All police officers shall be appointed or terminated by the department
head with the consent of the city manager.
