A water cutoff valve is required on customer side of the meter on all new water hookups and all replacement hookups. A vacuum relief valve shall be required on hot water heaters.

Water line leaks outside the city limits will require immediate repair. If no progress is made to repair the line within one (1) hour after discovery of the leak, water will be cut off at the city limit boundary line.

(a) 
Authority to curtail water supply.
The city is hereby authorized to curtail the water supply to residential and commercial customers during the hours needed to replenish the city water supplies when excessive use and weather conditions have depleted said supply.
(b) 
Authority to restrict water use.
The city is hereby authorized to restrict the watering of lawns, gardens, and other external matter during hours and times determined to maintain a constant and continuing water supply.
(c) 
Hours.
The city is hereby authorized to determine the hours of curtailments and restrictions based on the prevailing water supplies and conditions.

(a) 
Adopted.
The city’s water conservation plan dated March, 2016, and the drought contingency plan for the city dated April, 2016, presented to the city council and approved by the city council is hereby adopted as official policies of the city. A true and correct copy of the city water conservation plan dated March, 2016 and of the drought contingency plan for the city, dated April 12, 2016, shall be on file at all times with the city secretary and the director of public works.
(b) 
Penalty.
Any person, firm or corporation violating any of the provisions of the mandatory water use restrictions which have been formally initiated by the city and contained in the water conservation and emergency water demand management plan as adopted hereby shall be guilty of a misdemeanor and punished pursuant to section 1.01.009 of this Code of Ordinances.

(a) 
Bulk water sales will mean any nonpotable water sale where the purchaser receives water for nondrinking purposes only from a city-designated fire hydrant.
(b) 
It shall be the responsibility of the bulk water purchaser to first obtain a bulk water purchase permit from the city employee designated by the city manager to issue same prior to taking and transporting any bulk water from the designated fire hydrant.
(c) 
It shall be the responsibility of the bulk water purchaser to furnish the necessary and appropriate hardware to connect to the hydrant.
(d) 
The fee for bulk water sales shall be as set forth in appendix A, section A7.006(c).
(e) 
One-time purchasers of bulk water shall pay for the amount of water received from the designated fire hydrant as set forth in the bulk water purchase permit immediately after taking said water and shall deliver said permit and fee at city hall on the same day the water is taken. One-time purchasers of bulk water may only make such purchase during regular business hours.
(f) 
Purchasers of bulk water who take bulk water more than one time during a particular month must establish an account with the city and shall turn in the completed bulk water purchase permit utilized in a given month to city hall on the first business day after the last day of the previous month, after which the city shall forward a bill for the total amount of bulk water taken during that month as reflected on the bulk water purchase permit. Payment shall be within 10 days. Purchasers of multiple purchases in a one-month period may take water from the designated fire hydrant as and when needed and may be done so outside of normal business hours.
