It shall be unlawful for any person to place or throw any refuse, tin cans, scrap iron, auto wrecks, rubbish or trash of any kind on the vacant lot of another within the city limits.

It shall be unlawful for any person to permit to accumulate on any premises, improved or vacant, or on any open lot or alley in the city, any lumber, boxes, barrels, bottles, cans, containers or similar materials that may be permitted to remain, unless they shall be placed on open racks that are elevated not less than 18 inches above the ground, evenly piled or stacked.

It shall be unlawful for any person to accumulate on his own premises rubbish, scrap iron, auto wrecks, tin cans, refuse or any refuse that may create conditions where vermin or rats may hibernate and breed or where water may accumulate and create breeding places for mosquitoes within the city limits.

(a) 
All garages shall, upon the receipt of any scrap iron, junk iron or auto wrecks, immediately disassemble the object and place such parts that do not accumulate water in an orderly arrangement so that rats and other vermin may not accumulate and breed in such places.
(b) 
All such parts that will accumulate water shall be either stored in a building or placed so that water will not stand there.
(c) 
All such parts that are not salable shall be taken to a certified landfill for disposal.
