(a) 
The most recent edition of the National Electrical Code is hereby adopted by reference as if set forth fully in this division.
(b) 
Within said code, when reference is made to the duties of certain officials named therein, that designated official in the city who has duties corresponding to those of the named official in the code shall be deemed the responsible official insofar as enforcing the provisions of said code is concerned.

All persons, whether licensed electrical contractors, those working under their supervision or persons doing work in their own homes, shall do all work of the kind regulated in this division in the way and manner and using materials as specified herein.

No person shall do or cause another to do any work upon or install any electrical work, such as is regulated by this division, at any place in this city without first obtaining a permit so to do from the electrical inspector, except as specifically allowed otherwise herein.

Fees as listed in section 3.01.002 shall be paid to the city for all electrical work done in the city for which a permit is issued or is required by this division. Such fees shall be paid to the city secretary or his designated agent and will be payable upon completion of the work in each instance or on such other terms as may be allowed by the electrical inspector.

No person shall turn or cause any other person to turn an electric current into any newly installed or previously used electrical work, or into any electrical work previously used and which has been disconnected and repairs or additions made thereon, until and unless authorized by the electrical inspector.
