(a)
The provisions of V.T.C.A., Local Government Code, section 22.077 are hereby adopted by the city, and the city council shall have the power to remove any officer for incompetency, corruption, misconduct or malfeasance in office after due notice and an opportunity of the officer to be heard in his defense.
(b)
The city council shall also have power at any time to remove any officer of the city elected by the city council by resolution declaratory of its want of confidence in the officer if two-thirds of the city councilmen vote in favor of the resolution.
