It shall be unlawful for any person to drive or operate a motor vehicle upon any street, roadway or highway in the city at a speed greater than is reasonable and prudent under the conditions then existing, having regard to the actual and potential hazards when approaching and crossing an intersection or a railway grade crossing, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions, and in every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.

It shall be unlawful for any person to drive or operate a motor vehicle upon any street, roadway or highway in the city at a greater rate of speed than thirty (30) miles per hour, except where speed zone signs are erected indicating a higher or lower rate of speed, in which case the speed indicated by the speed zone signs shall be the maximum speed permitted, and except in school zones, where the maximum speed shall be twenty (20) miles per hour.

When no special hazard exists that requires lower speed for compliance with section 12.06.001, the speed of any vehicle not in excess of the limits specified in this section or established as hereinafter authorized shall be lawful, but any speed in excess of the limits specified in this section or established as hereinafter authorized shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful:
(1) 
S.H. 83 (Broadway).
The maximum speed on S.H. 83 (Broadway) shall be as follows:
(A) 
Eastbound traffic.
Beginning at the west city limit, the maximum legal speed for eastbound traffic only shall be 60 miles per hour for a distance of 0.298 miles (to a point 466' west of the point of intersection with the centerline of Summerfield Drive, from the south); thence 55 miles per hour for a distance of 0.357 miles (to a point 992' east of the point of intersection with the centerline of Newman Avenue, from the south); thence 50 miles per hour for a distance of 0.200 miles (to a point 571' west of the point of intersection with the centerline of Mustang Avenue, from the north); thence 40 miles per hour for a distance of 0.199 miles (to a point 144' west of the point of intersection with the centerline of Avenue E, from the north); thence 35 miles per hour for a distance of 0.713 miles (to a point 1056' west of the point of intersection with the centerline of S.H. 214); thence 40 miles per hour for a distance of 0.200 miles to the point of intersection with the centerline of S.H. 214.
(B) 
Westbound traffic.
Beginning at the centerline of S.H. 214, the maximum legal speed for westbound traffic only shall be 40 miles per hour for a distance of 0.200 miles; thence 35 miles per hour for a distance of 0.713 miles (to a point 144' west of the point of intersection with the centerline of Avenue E, from the north); thence 40 miles per hour for a distance of 0.199 miles (to a point 571' west of the point of intersection with the centerline of Mustang Avenue, from the north); thence 50 miles per hour for a distance of 0.200 miles (to a point 992' east of the point of intersection with the centerline of Newman Avenue, from the south); thence 55 miles per hour for a distance of 0.357 miles (to a point 466' west of the point of intersection with the centerline of Summerfield Drive, from the south); thence 60 miles per hour for a distance of 0.298 miles to the west city limit.
(C) 
Connecting curves with S.H. 214.
Beginning at a point on S.H. 83, a point 0.092 miles west of the point of intersection with the centerline of S.H. 214, the maximum legal speed for vehicular traffic both directions on the two-way connecting curves for traffic to and from S.H. 214 to the north, respectively, shall be 40 miles per hour, the length of each curve being 0.142 miles.
(D) 
School zone.
Beginning on S.H. 83, at the intersection of Avenue F from the north, the maximum legal speed, for both eastbound and westbound traffic, shall be 20 miles per hour for a distance of 0.209 miles to the point of intersection with Avenue C, when the beacons are flashing. Beginning at the centerline of Adams Avenue from the south, the maximum legal speed for eastbound and westbound traffic shall be 20 miles per hour for a distance of 0.183 miles to the point of intersection with Soland Avenue from the north, when the beacons are flashing. The beacons are to flash only at a pre-set time in the morning, at noon, and in the evening, when school children are expected to occupy the school crosswalks at Avenue D and at Jaycee Avenue from the south.
(2) 
Shell Addition.
The maximum legal speed limit shall be 20 miles per hour in all of the Shell No. 3 Addition, including East 14th Street from its intersection with Highway 214 west to the west side of the Shell No. 3 Addition, and including all of Fern Drive, Japonica Drive, Madiera Drive and Lilac Drive, and including all alleys in said addition, and the maximum speed limit in any of the Shell No. 3 Addition shall be 20 miles per hour.
(3) 
S.H. 214.
The maximum speed on S.H. 214 shall be as follows:
(A) 
Northbound traffic.
Beginning at the south city limit, a point 0.093 mile south of the centerline of S.H. 83 (Broadway), the maximum legal speed for northbound traffic shall be 55 miles per hour for a distance of 0.093 mile to the centerline of Broadway; thence 50 miles per hour for a distance of 0.611 mile; thence 55 miles per hour for a distance of 0200 mile; thence 60 miles per hour for a distance of 0.439 mile to the north city limit.
(B) 
Southbound traffic.
Beginning at the north city limit, the maximum legal speed for southbound traffic shall be 55 miles per hour for a distance of 0.249 mile to the centerline of 15th Street; thence 55 miles per hour for a distance of 0.390 mile; thence 50 miles per hour for a distance of 0.611 mile to the centerline of S.H. 83 (Broadway); thence 55 miles per hour for a distance of 0.093 mile to the south city limit.
(4) 
F.M. 2055.
The maximum speed on F.M. 2055 shall be as follows:
(A) 
Southbound traffic.
Beginning at the centerline of S.H. 83 (Broadway), the maximum legal speed for southbound traffic shall be 40 miles per hour for a distance of 0.200 mile; thence 45 miles per hour for a distance of 0.202 mile to the south city limit.
(B) 
Northbound traffic.
Beginning at the south city limit, the maximum legal speed for northbound traffic shall be 45 miles per hour for a distance of 0.202 mile; thence 36 [sic] miles per hour for a distance of 0.200 mile to the centerline of S.H. 83 (Broadway).

(a) 
No person shall drive any vehicle in any race, speed competition or contest, drag race or acceleration contest, test of physical endurance, or exhibition of speed or acceleration, or for the purpose of making a speed record, and no person shall in any manner participate in any such race, competition, contest, test, or exhibition.
(b) 
Drag race is defined as the operation of two (2) or more vehicles from a point side by side at accelerating speeds in a competitive attempt to outdistance each other, or the operation of one (1) or more vehicles over a common selected course, from the same point to the same point, for the purpose of comparing the relative speeds or power of acceleration of such vehicle or vehicles within a certain distance or time limit.
(c) 
Racing is defined as the use of one (1) or more vehicles in an attempt to outgain, outdistance, or prevent another vehicle from passing, to arrive at a given destination ahead of another vehicle or vehicles, or to test the physical stamina or endurance of drivers over long-distance driving routes.

No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law.

The provisions of this article and other ordinances of the city regulating the speed of vehicles shall not apply to vehicles of the fire department when responding to a call, nor to police patrols, nor to physicians or ambulances when actually engaged in responding to emergency calls; provided, however, that this section shall not authorize any ambulance driver to exceed the speed of forty-five (45) miles per hour.
