(a)
It shall be unlawful for any person, firm or corporation to cut across any paved street, for any tractor with lugs to cut the street, or for disc plows, harrows or other means of implements to cut holes in the street with axes or other means that will destroy the paving in any way. Except only upon special permission of the city mayor personally, and this only in emergency cases.
(b)
In emergency cases granted by the city mayor in person, the cut or hole so made in the street must be repaired by tamping and settling dirt with water, and double tamp dirt seal with chats and gravel and asphalt in as good a shape as was when cut, and not leave a bump or a dip.
(c)
Any person, firm or corporation failing or refusing to comply with this section will be subject to a fine of $25.00 and not over $50.00 for each offense.
