The owner of any dog over four (4) months old is hereby required to have such dog immunized against rabies by means of an anti-rabies vaccine approved by the city health officer or any person designated by him, and at such regular intervals thereafter as specified by the state board of health. The vaccine is to be administered by a duly licensed veterinarian or, on his approval, the owner of the dog. The veterinarian who administers the vaccine shall issue to the owner of the dog a certificate of vaccination, stating the name and address of the owner, a description of the dog vaccinated and the date of vaccination. The veterinarian shall also deliver to the owner of the dog vaccinated a metal tag, on one (1) side of which shall be stamped the words “Rabies Vaccine Administered,” or words of similar import, and the date of vaccination.

The animal warden or his authorized deputies shall have the right, at any reasonable time, to inspect any dog to determine if it has been vaccinated, and shall have the authority to enter any premises for such purpose, and it shall be unlawful for any person to refuse entrance to such animal warden or his deputies or to impede, obstruct or exclude such animal warden or his deputies when attempting to enter such premises for the purpose of inspecting such dog, and any person who shall refuse entrance or impede or obstruct such animal warden or deputy shall be guilty of a misdemeanor.

It shall be unlawful for any person to maintain or keep a dog more than four (4) months of age on any premises within the corporate limits of the city unless such dog wears a collar or harness securely attached to its body to which shall be securely attached a tag issued for the dog by a licensed veterinarian, licensed to practice veterinary medicine in the state, showing that the dog has been, within the current calendar year, vaccinated against rabies.
