It shall be the duty of the animal warden or any of his deputies or any city policeman on duty to seize and impound, subject to the provisions of this article, all dogs found running at large in violation of this code, whether in the immediate presence of the owner or custodian or otherwise.

The animal warden or his designated deputies, upon receiving any dog, shall make a complete registry, entering the breed, color and sex of such dog, and the place and time of taking into custody.

It shall be the duty of the animal warden to keep all dogs for a period of three (3) days from the date of impounding. If, at the expiration of three (3) days, such dog has not been redeemed, it shall be destroyed or sold as provided in this article.

The owner of any dog impounded may redeem such dog at any time prior to sale or destruction by the payment of the following fees:
(1) 
First time picked up.
An impoundment fee as adopted by the city council.
(2) 
Second time picked up.
An impoundment fee as adopted by the city council. The owner’s name shall be submitted to the police chief for possible citation or other corrective action.
(3) 
Third or subsequent times picked up.
An impoundment fee as adopted by the city council. A mandatory citation shall be issued to the owner by the police department and such citation shall be disposed of prior to redeeming the dog.

(a) 
The owner of any impounded dog which is unvaccinated against rabies may redeem such dog at any time prior to sale or destruction by having such dog duly vaccinated against rabies, and the payment of the following fees:
(1)

Second time picked up.
An impoundment fee as adopted by the city council. The owner’s name shall be submitted to the police chief for possible citation or other corrective action.

(b) 
It is especially provided that such dog shall not be released until it is vaccinated against rabies, the cost of such vaccination to be the responsibility of the owner. When any veterinarian within the city shall certify that such dog has been vaccinated and the payment for such service has been received, the city will release such dog to its rightful owner under the terms heretofore stated. If the owner of such dog desires to have the dog vaccinated against rabies at the animal shelter, the warden shall make the dog available at the shelter, and permit its vaccination against rabies by any veterinarian.

At any time after the expiration of the period of time for redemption for impounded dogs shall have expired, the animal warden may, without further notice and without advertising in any manner, sell at private sale or public auction, for cash, any dog not redeemed or reclaimed. All dogs impounded and not redeemed, reclaimed or sold after the period of time for redemption has expired shall forthwith be destroyed by the animal warden.

The animal warden shall keep such records as are required to show in detail the disposition of all animals impounded under this article and the money collected by him, and such other records as are required by the city secretary. All money collected shall be delivered as required by the city secretary, who will deposit it in the general fund.

The animal warden shall file such reports under oath as are required by the city administrator.

Any person who shall interfere with or attempt to prevent the animal warden, any of his deputies or any city policeman from catching or impounding any dog running at large, whether on public or private property, shall be guilty of a misdemeanor.

Any person who shall refuse to deliver any unvaccinated dog to the animal warden, any of his deputies or any city policeman upon demand for impounding shall be guilty of a misdemeanor.
