For the purpose of this article, certain words, phrases, and terms are herewith defined:
Board.
A quorum of the board of electrical examiners.
Building.
Any building or structure, including a residence.
Commercial.
Anything other than residential.
Electrical inspector.
The duly appointed electrical inspector of the city and all duly appointed assistant electrical inspectors.
Fixture.
A unit which supports a means of illumination.
Holiday.
A holiday which is established by the personnel rules of the city.
Homeowner.
A person owning and living in, or who will live in if the building is under construction, a single-unit dwelling.
Installation.
Shall include all electrical work of any nature performed on, or in, a consumer’s premises.
Journeyman electrician.
One skilled and experienced in the physical labor involved in electrical installations, and who does, or holds himself out as intending to do, electrical installations under the employment and supervision of a master electrician.
Maintenance electrician.
One who is employed by one (1) employer to maintain and to repair existing electrical installations in a designated building or buildings under one (1) ownership and who does not otherwise engage himself as either a master, journeyman, or apprentice electrician.
Master electrician.
A person who, himself being highly skilled in methods and practices of electrical installations, proposes to do installations and/or enter into agreements or contracts for such installations.
Person.
Shall include a master electrician, a journeyman electrician, an apprentice electrician, a maintenance electrician, a firm, a partnership, a corporation, any other type of organization, any individual, and the plural of any or all of these as well as the singular.
Secretary.
The secretary of the board of electrical examiners, the duly appointed electrical inspector, or a duly appointed assistant electrical inspector who has been specifically appointed by the electrical inspector to serve in his absence.

This article shall govern all electrical installations made within the corporate limits of the city.

(a) 
Signal work.
The provisions of this article shall not apply to the fire and police signal installations, or other similar installations, installed and maintained by the electrical department of the city.
(b) 
Franchises.
The provisions of this article shall not apply to electric light, heat and power companies, or telephone and telegraph companies, operating under franchise or state or federal laws in the installation, maintenance, removal or repair of wires or other equipment used in connection with their business or plants.
(c) 
Manufacturers of electrical equipment.
Nothing in this article shall be construed to prohibit manufacturers of electrical apparatus or equipment from carrying on reasonable electrical experiments with materials and products within the confines of their own premises and all installations therein; provided further that the electrical inspector may require the manufacturer to make whatever changes he believes necessary for the protection of public life, welfare and property.
(d) 
Street lighting.
The provisions of this article shall not apply to installations in connection with the illuminating of public streets, alleys or parkways by the city, the state department of transportation or the public electric utility company.
(e) 
Homeowners.
Homeowners shall be exempted as follows:
(1) 
Repairs.
Nothing in this article shall be construed to prevent the issuance of permits to owners of single-unit dwellings for repair work in such single-unit dwellings, provided that the owner lives in such single-unit dwelling and further that he complies with section 3.04.162(c) of this article and all other applicable provisions of this article and signs the required affidavit when applying for a permit.
(2) 
New residence.
Nothing in this article shall be construed to prevent the issuance of permits to owners who erect a single-unit dwelling in which to live; provided, however, that no permits shall be issued under this provision until the owner submits an affidavit in accordance with section 3.04.162(c) of this article.

Any person violating any of the terms or provisions of this article shall be guilty of a misdemeanor.
