It shall be unlawful for any person, including the holder of a transfer service franchise, or anyone other than a member of the the Fairfield Ambulance Service in and for the city, to furnish, operate maintain, conduct, advertise for, or otherwise be engaged or profess to be engaged in the operation of emergency ambulance or the providing of emergency service upon the streets of the city except at the request of the city manager or the emergency management coordinator for the city or the administrator of the Fairfield Ambulance Service for the purpose of transporting patients from a disaster site to various hospitals.

It shall be unlawful for any person, including the holder of a transfer service franchise, or anyone other than a member of the Fairfield Ambulance Service, a service in and for the city, to furnish, operate, maintain, conduct, advertise for, or otherwise be engaged or profess to be engaged in the operation of nonemergency ambulance or the providing of nonemergency service upon the streets of the city except a the request of the city manager or the emergency management coordinator of the city or the Fairfield Ambulance Service for the purpose of transporting patients from a disaster site to various hospitals.

The city, at its discretion, from time-to-time may request assistance through mutual aid agreements for the emergency and nonemergency transportation of patients in the city from other emergency medical service providers. The request for such services as a failsafe for the protection of our citizens must come from the Fairfield Ambulance Service or the 911-dispatch center of the city.

Any person, company or entity violating the provisions of this article shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine not exceeding five hundred dollars ($500.00).
