The Township Board of Supervisors does hereby approve the NID Plan, attached as Exhibit A hereto,[1] and designate the area or areas identified in the NID Plan as an NID. The name of the NID is "Seneca Trails Neighborhood Improvement District."

The Township Board of Supervisors does hereby designate the Jackson Municipal Authority as the Neighborhood Improvement District Management Association (the "NIDMA") to administer programs, improvements and services within the NID in accordance with the Act.[1]

The Township Board of Supervisors, pursuant to Section 7 of the Act, does hereby authorize the imposition of special assessments on real property located within the NID in accordance with the method of determining the amount of the special assessment fee set forth in the NID Plan, such method of determining the amount of the special assessment fee being in compliance with Section 7 of the Act, and such method of determining the amount of the special assessment fee is hereby approved. The special assessments will provide for the payment of debt service incurred by the NIDMA to finance the construction of improvements to Seneca Trails, as provided for within the NID Plan. The debt service shall be in the form and substance satisfactory to the Township and its Solicitor.
The Township Board of Supervisors is hereby authorized to take any further action necessary or appropriate to carry out the intent of this Part, including but not limited to, the execution of an agreement with the NIDMA as required by the Act and as provided for within the NID Plan, and the Chairman of the Township Board of Supervisors and the Township Secretary are hereby authorized to execute such agreement as well as any other agreements consistent with the Act and NID Plan that the Township will need to enter into in furtherance of this Part.
