The city council shall appoint the five members of the historical committee. The city council may appoint the chairman of the historical committee. If it does not wish to exercise that right, the committee shall select its own chairman. The council may appoint advisors to the committee when necessary.

All members shall own property and shall reside in the city. In addition, at least one member of the committee shall be a member of the city council, three members must reside in the historic district, and at least one member must reside outside the historic district. More than one of these additional requirements may be met by any member of the committee.

The term of membership on the historical district committee shall be two (2) years.
