Should any dog/cat be found running at large or without a collar or harness with vaccination tag attached within the corporate limits of the city, said dog/cat shall immediately be impounded and kept for a period of seventy-two (72) hours and then disposed of; provided, however, that:
(1) 
If the dog/cat so impounded carries identification of the owner of such dog/cat, such owner shall be notified of the impoundment; and
(2) 
The owner of any dog/cat impounded under the terms of this chapter shall be allowed to take such dog/cat from the place where impounded upon the following conditions:
(A) 
The payment of the standard impounding fee charged by the facility holding such dog/cat for each day or fractional part of each day such dog/cat has been impounded;
(B) 
If said dog/cat is not wearing a collar/harness with a valid rabies vaccination tag attached, presentation of a certificate showing that said dog/cat has been vaccinated within twelve (12) months from that date, or vaccination of said dog/cat and payment for such vaccination prior to release from impoundment at the standard rate charged by the facility or veterinarian providing such vaccination; and
(C) 
If said dog/cat is not wearing a collar/harness, providing the dog/cat with a collar/harness to which the rabies vaccination tag is attached.
