A. All
wells and cisterns in use shall have safe and adequate covers and
platforms so as to prevent any person or animal from falling into
them.
B. All
abandoned wells and cisterns shall be filled to the ground level.
C. All
cellar doors or gratings of any vault in any thoroughfare or sidewalk
shall be kept securely closed when not in use and shall be guarded
by barricades when in use.
A person commits the offense of littering if he or she places,
deposits, or causes to be placed or deposited, any glass, glass bottles,
wire, nails, tacks, hedge, cans, garbage, trash, refuse, or rubbish
of any kind, nature or description on the right-of-way of any public
road or State highway or on or in any of the waters in this City or
on the banks of any stream, or on any land or water owned, operated
or leased by the State, any board, department, agency or commission
thereof or on any land or water owned, operated or leased by the Federal
Government or the City, or on any private real property owned by another
without the owner's consent.

A. Definitions.
For purposes of this Section only, the following terms shall be defined
as follows:
PUBLIC PLACE
Any place to which the general public has access and a right
to be present for business, entertainment or other lawful purpose,
but does not necessarily mean a place devoted solely to the uses of
the public. It shall also include Roadways, Sidewalks and the front
and immediate area of any store, shop, restaurant, tavern or other
place of business and also public grounds, areas and parks.
ROADWAY
The portion of a public street or highway improved, designed,
or ordinarily used for vehicular travel and extending from one (1)
curb or edge of pavement to the opposite curb or edge of pavement,
including lanes commonly used for parking and including center medians
and lane dividers.
SIDEWALK
That portion of a public right-of-way between the curb lines,
or the lateral lines of a roadway and the adjacent property lines,
intended for use by pedestrians.
B. It
shall be unlawful for any person to stand or remain idle either alone
or in consort with others in a Public Place in such manner so as to
knowingly:
1. Obstruct any Roadway, Sidewalk or any other Public Place by hindering
or impeding the free and uninterrupted passage of vehicles, traffic
or pedestrians;
2. Commit in or upon any Roadway, Sidewalk or any other Public Place
any act or thing which is an obstruction or interference to the free
and uninterrupted use of property or with any business lawfully conducted
by anyone in or upon or facing or fronting on any such Roadway, Sidewalk
or other Public Place all of which prevents the free and uninterrupted
ingress, egress and regress, therein, thereon and thereto;
3. Obstruct the entrance to any business establishment, without so doing
for some lawful purpose, if contrary to the expressed wish of the
owner, lessee, managing agent or person in control or charge of the
building or premises.
C. When
any person causes or commits any of the conditions in this Section,
a Police Officer or any Law Enforcement Officer shall order that person
to stop causing or committing such conditions and to move on or disperse.
Any person who fails or refuses to obey such orders shall be guilty
of a violation of this Section.
