(a) 
Every person, group of persons, or corporation, engaged in the commercial business of buying, selling, breeding, or boarding, and who owns, harbors, or keeps, four or more dogs in a kennel, or four or more cats in a cattery, shall pay an annual registration fee in the amount established by this city code and listed on the official fee schedule for the city provided in appendix A of this code.
(b) 
The owner of each dog or cat for which application for the registration of a kennel or cattery is made hereunder shall be required to produce satisfactory proof that each dog or cat has been vaccinated for rabies during the preceding twelve- or thirty-six-month period with a vaccine that protects the animal for twelve or thirty-six months as a condition required for such application for registration to be acted upon.
(c) 
All kennel or cattery registrations shall be issued for twelve months. Applications for registration may be made prior to and for 30 days after the start of the registration year without penalty; but when application is made after 30 days of the registration year have elapsed, the applicant shall be assessed a penalty of 50 percent of the registration fee, which amount shall be added and collected with the regular registration fee.
(d) 
If there is a change in ownership of a kennel or cattery during the registration year, the new owner may have the current registration transferred to his name.
(e) 
A kennel or cattery will be maintained and kept in a clean and safe condition providing for a healthy environment for the animals and also providing adequate shelter from sun, rain and cold weather.
