This article shall apply to all lawn or in-ground water sprinkler
systems installed for permanent use in connection with residential
or commercial dwellings or structures.

No lawn sprinkler system may be constructed or installed within
the city limits or the extraterritorial jurisdiction of the city unless
and until a permit authorizing the construction and installation of
same has been duly issued by the chief plumbing inspector of the city
or one of his or her duly authorized representatives, or, if there
be no chief plumbing inspector or representative thereof, then by
the building official/inspector of the city or one of his or her duly
authorized representatives.

No lawn sprinkler system shall be installed unless same is equipped
with a completely functioning backwater flow preventer preventing
water from moving from the lawn sprinkler system back into water service
supplied by the city.
