The purpose of this chapter is to zone the entire area of the
City of Willow Park into districts as made and provided by V.T.C.A.,
Local Government Code, chapter 211, as amended, in accordance with
a comprehensive plan for the purpose of promoting health, safety,
and the general welfare of the general public. The zoning districts
have been designated to lessen congestion in the streets; to provide
safety from fire, panic, and other dangers; to provide adequate light,
air, water, and sewage; to prevent the overcrowding of land and undue
concentration of population; and to provide and facilitate adequate
provisions for transportation, parking, schools, parks, and other
public requirements. Said districts have been created with fair and
reasonable consideration; for the character of each district and its
suitability for particular uses; to conserve the value of the land
and buildings in each district; to insure harmonious and appropriate
use of all property; and to prohibit inappropriate uses of property
thereby promoting the general good and welfare of the public.

In interpreting and applying the provisions of this chapter,
they shall be held to be minimum requirements for the promotion of
the public safety, health, convenience, comfort, prosperity or general
welfare. It is not intended by this chapter to interfere with, or
abrogate, or annul any easement, covenants, or other agreements between
parties; provided, however, that where this chapter imposes a greater
restriction upon the use of the buildings, or premises, or upon height
of buildings, or requires larger open spaces than are imposed or required
by other ordinances, rules, regulations, or by easements, covenants,
or agreements, the provision of this chapter shall govern.

If any section, paragraph, subdivision, clause, phrase, or provision
of this chapter shall be adjudged or for any reason held to be unconstitutional,
void, or invalid, the validity of the remaining portions of this chapter
shall not be affected thereby, it being the intent of the city council,
in adopting this chapter, that no portion thereof, or provision, or
regulation contained herein, shall become inoperative or fail by reason
of the unconstitutionality or invalidity of any section, paragraph,
subdivision, clause, phrase, or provision of this chapter.

All ordinances and parts of ordinances inconsistent or in conflict
with this chapter are hereby repealed.

This chapter shall become effective from and after the date
of its approval and adoption as provided by law.
