(a) The
animal control officer shall have authority to impound the following:
(1) Any dog, cat, or other animal found free of restraint;
(2) Any dog or cat which has not been redeemed by its owners in accordance
with the provisions of this chapter;
(3) Any dog, cat, or other animal exhibiting symptoms of rabies; or
(4) Any dog or cat not vaccinated for rabies.
(b) The
animal control officer shall have authority to immediately destroy
humanely any impounded dog, cat or other animal whose retention because
of feral or fractious behavior would be detrimental to the health
and welfare of other animals in the city animal control facility or
in the community.
(c) Animals
that are sick or injured wearing no apparent identification through
which ownership can be determined may be kept zero (0) to seventy-two
(72) hours at the discretion of the animal control officer after consultation
with a licensed veterinarian by the city. The animal may be humanely
destroyed within the written time advised by the veterinarian. In
emergency situations, where it would be inhumane to transport the
animal due to the severity of injuries, the animal may be euthanized
in the field. In this case, the animal must remain observed until
the time that the animal control officer can attain the necessary
chemicals to perform the euthanasia and return to the field location.
(d) The
animal control officer will contact owners of tagged or licensed animals
found sick or injured for their choice of treatment or euthanasia.
In cases when identified owners cannot be contacted, the animal control
officer will follow the written advice of the veterinarian consulted
by the city.

(a) All
animals impounded under the provisions of this chapter shall be held
at least three (3) working days, during which time the owner may reclaim
and redeem such animal upon paying to the animal control officer the
charges due. Dogs and cats shall be released upon evidence of vaccination
or provisionally for vaccination, in which case evidence of vaccination
will be presented within three (3) working days.
(b) For
every animal reclaimed and redeemed from confinement in the animal
control facility for which at the time of such redemption a valid
current vaccination certificate has been issued, the fee due the city
shall be twenty-five dollars ($25.00) plus board of six dollars ($6.00)
per day. For a second offense the redemption fee will be thirty dollars
($30.00) plus board of six dollars ($6.00) per day. For a third offense
the redemption fee will be forty dollars ($40.00) plus board of six
dollars ($6.00) per day.

(a) Dogs
and cats that are not reclaimed within three (3) working days from
the time that they were impounded may be euthanized or made available
for adoption. A new owner adopting a dog or cat will pay a fee in
the amount established by city council at the time of selection of
an animal available for adoption. The new owner will be issued a receipt
for the adoption fee paid. The animal will then be transported by
city animal control personnel to the city’s contract veterinarian
for surgical sterilization. The fee paid shall cover examination of
the animal, rabies vaccination, surgical sterilization, booster vaccination
for canine or feline disease, and de-worming. The animal will not
be released to the new owner until after completion of sterilization.
In the event the adopted animal may not be surgically sterilized due
to a compromising health condition, the contract veterinarian or other
licensed veterinarian shall submit an affidavit to city animal control
personnel. The adopter in this case will be allowed to receive a refund
of the fee paid or select another animal to adopt.
(b) Adopters
that elect to utilize the services of a veterinarian other than the
city’s contract veterinarian shall pay a fee in the amount established
by city council. City animal control personnel will transport the
animal to their veterinarian within a ten (10) mile radius of the
city. The adopter shall be responsible for the costs of surgical sterilization
and rabies vaccination at the veterinarian of their choice within
this radius. The collected fee shall be an administrative charge by
the city for transportation of the animal.
(c) Unclaimed
animals that are not adopted may be humanely put to death. All animals
shall be euthanized by a lethal injection unless the safety of city
animal control personnel and/or the animal is at risk. These animals
may then be euthanized by methods approved by the department of state
health services.
