There is created the office of chief electrical inspector. The person chosen to fill the office of chief inspector shall be of good moral character, shall be possessed of such executive ability as is requisite for the performance of his duties, and shall have a thorough knowledge of the standard materials and methods used in the installation of electrical equipment, and shall be well versed in approved methods of construction for safety to persons and property, the statutes of the state relating to electrical work and any orders, rules and regulations issued by authority thereof, and the National Electrical Code, as approved by the American Standards Institute.

The salary to be paid to the chief electrical inspector shall be determined by the city manager and approved by the city council.

It shall be unlawful for the chief electrical inspector or any electrical inspector to engage in the business of the sale, design, installation or maintenance of electrical equipment, either directly or indirectly; and neither the chief inspector nor any electrical inspector shall have any financial interest of any nature in any concern engaged in such business in the city at any time while holding such office as herein provided for.

It shall be the duty of the chief electrical inspector to enforce the provisions of this division. He shall, upon application by any master electrician or any master sign electrician (depending on the nature of the work), grant permits for the installation or alteration of electrical equipment, and shall make inspections of electrical installations, all as provided in this division. He shall keep complete records of all official work performed in accordance with the provisions of this division. He shall also keep on file a list of electrical equipment inspected and certified by Underwriters’ Laboratories, Inc., which list shall be accessible for public reference during regular office hours. He shall become and remain a member of International Association of Electrical Inspectors.

The chief electrical inspector shall have the right during reasonable hours to enter any building or premises in the discharge of his official duties, or for the purpose of making any test, inspection or reinspection of the electrical equipment contained therein, or its installation. When any electrical equipment is found by the electrical inspector to be dangerous to persons or property, the person responsible for the electrical equipment shall be notified in writing and shall make any changes or repairs which are required to make such equipment in safe condition, and if such work is not completed within ten (10) days or any longer period that may be specified by the electrical inspector in such notice, the electrical inspector shall have the authority to disconnect or order the electricity supply agency to disconnect all electric service to such electrical equipment and/or the premises in or upon which the same is located.

The chief electrical inspector may delegate any of his powers and duties to any of his assistant inspectors, who shall be designated as electrical inspectors. It shall be unlawful for any person to hinder or interfere with the chief electrical inspector or any of his assistants in the discharge of their duties under this division. The chief electrical inspector and/or electrical inspectors shall have the power to cause the arrest of any person violating any of the provisions of this division.

In case of emergency, where necessary for safety to persons or property, or where electrical equipment may interfere with the work of the fire department, the chief electrical inspector shall have the authority to disconnect immediately and without notice to anyone, or to cause the immediate disconnection of, any electrical equipment.
