A preliminary plat of a proposed subdivision, at a scale not smaller than two hundred (200) feet to the inch shall first be submitted to the planning commission for approval before the preparation of the final plat.

Six (6) copies of such plat, each bearing the designation “Preliminary Plat,” must be filed in the office of the city manager at least ten (10) days prior to the meeting at which the plat is to be considered and will contain the following information:
(1) 
The subdivision name (which shall not duplicate in any manner an existing subdivision’s name), the names and addresses of the owners, and of the designer of the plat who shall be a registered engineer or registered surveyor.
(2) 
Boundary lines, bearings and distances sufficient to locate the exact area proposed for subdivision. At least one subdivision corner shall be referenced to a section corner.
(3) 
The name and location of a portion of adjoining subdivisions shall be drawn to the same scale in dotted lines adjacent to the tract proposed for subdivision in sufficient detail to show accurately the existing streets and alleys and other features that may influence the layout and development of the proposed subdivision.
(4) 
The location and widths of all streets, alleys, easements and ways existing or proposed within the subdivision limits.
(5) 
The location of all existing property lines, buildings, sewer or water mains, gas mains or the other underground structures, easements or other existing features within the area proposed for subdivision.
(6) 
The proposed arrangement of lots and proposed use of same.
(7) 
The topography of the entire plat showing one (1) foot contour intervals.
(8) 
Sites, if any, to be reserved or dedicated for parks, playgrounds or other public uses.
(9) 
Scale, north arrow, date and other pertinent data.

The preliminary plat shall be accompanied by a draft of any protective covenants whereby the subdivider proposes to regulate land use in the subdivision.

Prior to the planning commission’s consideration of a preliminary plat, copies of the proposal shall be transmitted to the independent school district, Texas Electric Service Company, Southern Union Gas Company, Southwestern Bell Telephone Company, and any other municipal or county departments for review and recommendation in relation to specific service problems.

Following review of the preliminary plat and other materials submitted in accordance with these regulations, the planning commission shall, within thirty (30) days, express to the city council its approval as conditional approval and state the conditions of such approval, if any; or if disapproved, shall express its disapproval and reasons therefor.

Conditional approval of a preliminary plat by the city council shall not constitute approval of the final plat. Rather it shall be deemed an expression of approval to the layout submitted on the preliminary plat as a guide to the preparation of the final plat which will be submitted for approval of the city council and for recording upon fulfillment of the requirements of these regulations and the conditions of the conditional approval, if any.
