All platted lots or tracts shall be served by an alley with a minimum width of twenty (20) feet.

Alleys shall be graded to drain abutting property to the streets in accordance with the grades approved by the city manager.

Where two (2) alleys intersect, a cutoff of not less than twenty (20) feet along each property line from the normal intersection of the property lines shall be provided.

Dead-end alleys shall be avoided where possible, but, if unavoidable, shall be provided with adequate turn-around facilities at the dead-end.
