The council shall appoint a city manager, who shall be the chief administrative and executive officer of the city and shall be responsible to the council for the efficient administration of all the affairs of the city under his jurisdiction. He shall be chosen by the council solely on the basis of his executive and administrative training, experience and knowledge of the accepted practices in respect to the duties and requirements of his office. At the time of his appointment he need not be a resident of the city or state, but during his tenure of office he shall reside within the city. No person who has held an elective office of the City of Monahans shall be eligible for appointment as city manager within one year of his release from such office.
The city manager shall not be appointed for a definite term but may be removed at the will and pleasure of the council by a vote of the majority of the whole council. Upon passage of a resolution stating the intention to remove the city manager and the reasons therefor, a copy of which shall be immediately furnished him, the council may suspend him from duty, but his salary shall continue until his removal becomes effective. Within ten (10) days after the passage of such resolution, the city manager may reply in writing to it, and may request a hearing before the council. If so requested, the council shall fix the time and place for a hearing upon the question of removal, which shall be held not sooner than ten (10) days nor more than twenty (20) days after the receipt of such request. The final resolution removing the city manager shall not be adopted until such hearing, if requested, has been held. The action of the council in removing or suspending the city manager shall be final, it being the intention of this charter to vest all authority and fix all responsibility for such removal in the council. The city manager shall receive such compensation as may be fixed by the council.
The city manager shall appoint, subject to confirmation by the council, a city secretary who shall also be city treasurer. He shall receive for his services such compensation as the city council may fix. Unless excused by the council for good cause, he shall attend all meetings of the city council and keep accurate minutes of its proceedings; he shall preserve and keep in order all books, papers, documents, records, and files of the city council and of the executive departments. He shall keep a record of all commissions and licenses issued and shall countersign same. He shall have custody of the seal of the city and shall also sign all checks, or vouchers given by said city and perform other duties required by the general laws of the State of Texas.
The city manager shall be the chief executive officer and head of the administrative branch of the city government. He shall be responsible to the council for proper administration of all affairs of the city under his jurisdiction and to that end, he shall have power and shall be required to:
(1) 
Appoint, and when necessary for the welfare of the city, remove any officer or employee of the city except as otherwise provided by this charter and except as he may authorize the head of a department to appoint and remove subordinates in such department.
(2) 
Prepare and submit to the council an annual budget and be responsible for its administration after adoption.
(3) 
Prepare and submit to the council as of the end of the fiscal year a complete report on the finances and administrative activities of the city for the preceding year.
(4) 
Keep the council advised of the financial condition and future needs of the city and make such recommendations as may seem to him desirable.
(5) 
Perform such other duties as may be prescribed by this charter or required of him by the council, not inconsistent with this charter.
(6) 
Attend all meetings of the city council, except when he is under discussion, with the right to take part in the discussions, but having no vote; and he shall be notified of all special meetings of the council in the time and manner this charter provides for notice to members of the council.
To perform his duties during his temporary absence or disability, the city manager may designate by letter filed with the city secretary, a qualified administrative officer of the city. In the event of failure of the city manager to make such designation, the mayor may appoint an officer of the city to perform the duties of the city manager until he shall return or his disability shall cease.
At the head of each administrative department there shall be a director, who shall be an officer of the city and shall have supervision and control of the department subject to the city manager. Two (2) or more departments may be headed by the same individual, the manager may head one or more departments, and directors of departments may also serve as chiefs of divisions.
The work of each administrative department may be distributed among such divisions thereof as may be established by ordinance upon the recommendation of the city manager. Pending the passage of an ordinance or ordinances distributing the work of departments under the supervision and control of the city manager among specific divisions thereof, the city manager may establish temporary divisions.
