The Council may by ordinance, authorize and empower the Planning Board to adopt, modify and amend rules and regulations governing and restricting the platting or other subdivision of land in the Town, and to control the subdivision of land pursuant to such rules and regulations.
The Council and the Planning Board shall at least every five years, review said ordinance and said rules and regulations and determine whether any changes are necessary.
