(a) 
The Rockport Comprehensive Plan 2022-2042 attached to Ordinance 1869 as exhibit A is hereby adopted for all purposes.
(b) 
Following adoption by the council of the comprehensive plan, it shall serve as a guide to all future council action concerning land use and development regulations and expenditures for capital improvements.

The planning and zoning commission shall have the full authority and power provided to be exercised and invoked by such commission under V.T.C.A., Local Government Code ch. 211, and under and in pursuance of all other applicable laws now in force and effect and which may be enacted by the legislature of the state as laws of the state.

Any member of the planning and zoning commission may be removed at any time by a majority vote of the city council for inefficiency, neglect of duty or malfeasance in office.

The planning and zoning commission shall adopt such rules for the transaction of its business as may be deemed necessary and shall keep a record open to the public of all of its resolutions, findings and determinations.

It shall be the duty of the planning and zoning commission to file with the mayor a written report consisting of the minutes of each meeting of the commission, together with a list of the members of the commission who are absent.
