Meters for the measurement of utility services furnished by the city shall be furnished and installed by, and shall remain the property of, the city.

(a) 
There shall be charged and collected by the city, a fee for each natural gas tap/meter installation. A minimum charge for the first 50 feet of service pipe installed as follows:

(b) 
Nonstandard tap/meter installations, additional main line length, road bores, meter relocation, etc., will be charged at actual additional cost.

The fees collected under this division will be deposited into the annual operating revenues of the natural gas utility account of the city. The extension fees collected under this division will be deposited into the revenues account compatible with the budget under which the labor and material expenses were incurred.

The gas lines constructed under this article shall conform to the specifications of the Texas Railroad Commission and to the recommendations of the city engineer and director of public works, in the design, size and layout of the gas distribution system. The natural gas line shall be acceptable, without penalty, to the Texas Railroad Commission and shall be approved by the city engineer and the director of public works. All materials and installations for natural gas lines shall be in accordance with the railroad commission's standards and the city standards for same and shall be approved by the railroad commission and by the director of public works and by the city engineer.

(a) 
The city may enter into an agreement with the owner of a tract of land for which a plat has been recorded providing for payment of wastewater tap fees.
(b) 
Agreement may not exceed six months, and shall accrue interest of six percent APR.
(c) 
Minimum monthly payments shall not be less than $150.00.
(d) 
This provision shall be reviewed and re-authorized annually.
