Eight-liner.
An electronic device capable of simulating the play of a traditional mechanical slot machine, or one-armed bandit, regardless of the number of lines of play on device, that for the payment of consideration affords a player of a game on the device an opportunity to win a prize based solely or partially on chance; and which has been deemed a lottery by Texas courts.

An eight-liner is detrimental to the safety and welfare of the general public; and is detrimental to the economic welfare of the city by contributing to urban blight which is adverse to the maintenance and continuing development of the city. As such, eight-liners are declared to be a public nuisance.

(a) 
It shall be unlawful for any person to maintain, possess, or use an eight-liner within the city.
(b) 
No culpable mental state shall be required for a conviction under this article.

Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction in the municipal court of the city, shall be fined in accordance with the general penalty provision set forth in section 1.109 of this code for each offense. Each day that a violation exists shall be considered a separate offense.
