There is hereby imposed on each defendant found guilty in city municipal court of a misdemeanor for an offense committed after the date this article becomes effective a security fee of $3.00 for each separate conviction.

The city municipal court clerk shall collect the security fee and pay such funds to the city secretary who shall deposit such money into and administer such money in the municipal court building security fund and shall allow such funds to be used only to finance the purchase of security services for the city municipal court as provided in Vernon's Ann. C.C.P. article 102.017(b).

For purposes of this article, a person is considered convicted if:
(1) 
A sentence is imposed on the person;
(2) 
The person is placed on community supervision including deferred adjudication community supervision;
(3) 
The court defers final disposition of the person's case; or
(4) 
The person pays the window fine associated with the violation.
