Whenever the Municipality shall determine that garbage, rubbish, ashes, or other refuse has been dumped upon, or has been permitted to accumulate upon, private property in the Municipality, after notice to the owner thereof to remove the same within five days by registered mail at the last known address of such owner, if said garbage, rubbish, ashes, or other refuse has not been so removed, the Municipality is hereby empowered to remove the same and to proceed against said owner for the cost of said removal.
