The Commission shall enact an Administrative Code establishing
departments and describing their functions. The highest ranking employee
of each department shall be designated the “Director,”
except that the highest ranking employee of the Police and Fire departments
shall be designated the “Chief,” and shall be named and
appointed by the Manager, with the advice and consent of the Commission.
