All individuals, businesses and corporations owning a building that contains indoor plumbing or has a need or use for water are required to tap into the comprehensive system of potable water treatment, distribution, fire protection and appurtenances thereto within the City of Meadville operated by the Meadville Area Water Authority (the "City water system") if said structure is located within 150 feet of a water main line that is part of the City water system. In the event that the aforementioned building is not located within 150 feet of such a water line, the owner will not be required to tap into the City water system. Notwithstanding the foregoing, owners of a building requiring nonpotable water may utilize a private water well for exterior watering of lawns and/or gardening, but not for industrial or commercial use.

Failure to connect to the City water system within 30 days of being ordered to do so by the City code official appointed by the City Manager and any deputy as may be authorized and appointed by the City Manager, or within any such time frame given within the order to connect, will result in a fine charged against the owner of not less than $500 nor more than $1,000 for the first two continual and uncorrected violations on the same property and no less than $1,000 and not exceeding $10,000 for the third and any subsequent continual and uncorrected violation of the same provision of this article or imprisonment for any term not to exceed 90 days, or both.
