A. 
The following public parking locations are hereby designated:
(1) 
CBD East, behind Pleasantville Road stores.
(2) 
CBD West at 1050 Pleasantville Road.
(3) 
Briarcliff Manor Public Library.
(4) 
Chilmark Park.
(5) 
Club Field at 25 Scarborough Road.
(6) 
Law Park/Briarcliff Pool at 1031 Pleasantville Road.
(7) 
McCrum Field at 38 Edgewood Lane.
(8) 
1025 Pleasantville Road.
(9) 
Pocket Park/CBD North Parking Lot at 1150 Pleasantville Road.
(10) 
Scarborough Park at Station Road.
(11) 
Scarborough Train Station.
(12) 
Trail head parking, as marked, by each hiking trail.
(13) 
Youth Center parking lot.
(14) 
Village Hall East at 1111 Pleasantville Road.
(15) 
Any other facility that may be declared by resolution of the Board of Trustees and published as a public parking lot.
A. 
The use of public parking lots may be restricted by duration, type of vehicle, payment of fee, and permitted hours and days, as may be determined by a resolution of the Village Board of Trustees, and as may be amended from time to time.
B. 
Time limits and fees, if any, for the use of any restricted parking spaces in all municipal parking lots shall be visibly posted, be it for permit-enforced parking, time-enforced parking, or any combination thereof.
Any member of the Briarcliff Manor Police Department, or any traffic control officer appointed by the Village Manager, may enforce the restrictions on timed parking by personally observing a vehicle parked beyond the permitted time limitations, or by using any handheld or mounted device or technology designed for the purpose of enforcing time-restricted parking.
Except where necessary to provide emergency services to a disabled vehicle, no mechanical work, repair work, changing of oils or fluids (other than washer fluid) may be performed on any vehicle located within any public parking location within the Village.
A. 
Residents of the Village may, at the discretion of the Village Manager, reserve exclusive use of parking spots available outside of regular business hours within public parking locations approved by the Board of Trustees, by submitting an application for approval to the Village Clerk and paying a fee, as determined by a resolution of the Village Board of Trustees and published in the Master Fee Schedule, and as may be amended from time to time. The Village Clerk shall promptly notify the Board of Trustees of all such applications.
B. 
The Village Manager or a member of the Briarcliff Manor Police Department may, under special circumstances including, but not limited to, emergencies, construction activities, road or infrastructure repair, filming under a valid Village film permit, further restrict any or all portions of one or more public parking locations.
No person shall use any off-street public parking area maintained by the Village for the regular storage of a vehicle or for overnight storage of a vehicle, except in an emergency as determined by the Police Department or as otherwise provided by this article.
A. 
Parking within the Scarborough municipal parking lot may include designated areas allowing time-limited parking and permit-enforced parking. Consistent with the powers of § 207-4, such designated parking areas shall be defined and marked under the direction of the Village Manager. The locations and parking capacity of each area may be changed from time to time.
B. 
Authorization for parking in any areas designated as time-limited or permit-enforced parking shall be offered for such fees and time periods as authorized by a resolution of the Board of Trustees at rates to be published in the Master Fee Schedule. Resident and nonresident rates may be established, and resident permits shall be issued only to current residents of the Village of Briarcliff Manor.
C. 
Vehicles parked in permit-enforced parking areas shall display proof of a duly issued permit. Such permit may be provided after submitting a written application on a form supplied by the Village Clerk, satisfactory proof of residency as determined by the Village Clerk, and payment of any required permit fee as may be determined by a resolution of the Village Board of Trustees and published in the Master Fee Schedule, which may be amended from time to time.
D. 
A replacement permit for any period shall be issued upon proof of loss of such permit, reapplication and payment of the required permit replacement fee, which shall be set forth by the Village Board of Trustees in the Master Fee Schedule, which may be amended. A permit may be transferred to a different vehicle owned by the same applicant or his or her spouse, upon reapplication and payment of the required transfer fee, which shall be set forth by the Village Board of Trustees in the Master Fee Schedule, which may be amended.
E. 
Where marked, vehicles in permit-enforced parking areas shall park with the rear of the car closest to the curb or rail, such that the permit is easily read from the vehicle front window by an enforcement officer traveling in the passing lane of the parking lot.
F. 
Notwithstanding any other provisions of this chapter, overnight parking without a required parking permit or payment of fee shall be permitted at the Scarborough Railroad Station in the parking areas owned or leased by or under the control of the Village from:
(1) 
Beginning on April 1 and ending on the following November 30, between the hours of 6:00 p.m. on Friday through 6:00 a.m. on Monday; and
(2) 
Beginning on December 1 and ending on the following March 31, between the hours of 6:00 p.m. on Friday through 3:00 a.m. on Monday, except for the hours of 2:00 a.m. through 6:00 a.m. on Saturday; and
(3) 
All day on any published Village holiday, provided that no parking shall be permitted during any such holiday beginning December 1 and ending on March 31 from 2:00 a.m. to 6:00 a.m. to allow for snowplowing or any other required property maintenance.
G. 
No parking shall be permitted in the designated traffic lanes within Scarborough Station, except when directed by an authorized designee of the Village. All such traffic lanes are hereby restricted to vehicles moving within such lanes only in the directions indicated by lawfully posted signs.
H. 
The curbside lane on the northerly side of the traffic lane bordering Kemeys Cove shall be used only for the discharge and imminent pickup of railroad passengers, and no vehicle shall park, stand or stop in said lane for more than 15 minutes for any other purpose.
I. 
The turning area at the northwest corner of the parking area, adjoining the northbound platform of the Metro-North Railroad, shall be a restricted area, and no private vehicle shall park in said area, except when directed by an authorized designee of the Village.
J. 
Any person who violates any provision of this § 207-36 shall be liable to a fine of $30 or three times the daily parking rate, whichever shall be greater. The fee for the first violation of this § 207-36 within any calendar year shall be waived for any holder of a valid parking permit at the time of such violation. Original fines hereunder that remain unpaid after 30 days shall be doubled; original fines hereunder that remain unpaid after 60 days shall be tripled; original fines hereunder that remain unpaid after 90 days shall be quadrupled.
