The city council hereby adopts the National Incident Management
System dated March 1, 2004.

The revised emergency management plan adopted by joint resolution
of the city and the county on April 6, 1994, is hereby adopted.

(a)
There
is hereby created the position of emergency management coordinator,
and this office shall be implemented by the appointment of such person
by the city council.
(b)
The
appointed emergency management coordinator is hereby authorized to
interact with the county and other emergency agencies as becomes necessary
and to take any action necessary to protect lives and property of
the populace.
(c)
The
emergency management coordinator is responsible for serving as a staff
advisor to the city and to the emergency management director of the
county; coordinating the planning and preparedness activities of the
government and maintenance of the emergency management plan; and responsible
for communications, EOC/direction and control, shelter/mass care,
evacuation, and fire and rescue.
