Pursuant to the provisions of the California Vehicle Code, the city council determines that conditions exist in relation to the operation of the Loma Linda University Medical Center and the Loma Linda University Education System that the driving of golf carts upon certain highways within the city shall be permitted under rules and regulations prescribed by the city council.

The city council shall prescribe rules and regulations for the operation of golf carts upon highways within the city by adopting a resolution relating thereto.
