The city council of the city shall hold regular meetings on the second and fourth Tuesdays of each month at 25541 Barton Road in the city, commencing at the hour of five-thirty p.m. for study session or closed session items, and at the hour of seven p.m. for regular business; provided, however, that when the time for any regular meeting of the city council falls on a holiday, such meeting shall be held at the same hour in the same place on the next succeeding day not a holiday.

Special meetings may be called at any time by the mayor, or by four members of the city council, by delivering personally or by mail written notice to each councilman and to each local newspaper of general circulation, radio or television station requesting notice. Such notice must be delivered personally or by mail at least twenty-four hours before the time of such meeting as specified in the notice. The call and notice shall specify the time and place of the special meeting and the business to be transacted. No other business shall be considered at such meeting. Such written notice may be dispensed with as to any councilman who at or prior to the time the meeting convenes files with the city clerk a written waiver of notice. Such waiver may be given by telegram. Such written notice may be dispensed with as to any councilmember who is actually present at the meeting at the time it convenes.

Any person aggrieved by the decision of any employee of the city in the performance of his or her duties or in the enforcement of the provisions of this code shall have the right of appeal to the city council. Unless otherwise provided in this section, in availing him or herself to the right of appeal, the aggrieved person shall observe the following procedure:
A. 
Attempt to resolve the matter should be negotiated through the administrative staff of the city;
B. 
Upon exhaustion of reasonable efforts to resolve the matter through the administrative staff of the city, a written complaint shall be filed with the city clerk not later than ten days following the occurrence of the action causing the complaint;
C. 
Upon receipt of the complaint, the city clerk shall within five working days, set a date for a hearing of the complaint by the city council. At the hearing, an opportunity shall be given for presentation of the view of all parties concerned therein;
D. 
The city council shall reject the complaint or make such other action as it may deem necessary to effect a just and equitable disposition of it;
E. 
The decision of the city council as to all matters in connection with the appeal shall be final.
