All zoning devices (variances, use permits, precise plans, and
similar exceptions or approvals) heretofore granted by the city or
county shall remain in full force and effect under conditions and
terms or time periods applicable thereto. Notwithstanding any other
provision of this title, no use authorized by such previously granted
zoning device, which is being lawfully exercised in compliance with
all conditions of approval imposed upon the authorizing zoning device,
shall be deemed to be nonconforming, for any purpose, except as herein
specifically set forth. If, as of the effective date of this title,
pursuant to the provisions of the former zoning regulations of the
city, legislative or administrative action is pending, such action
shall be deemed to have been taken pursuant to the provisions of this
title, and shall be finally processed, insofar as possible, in accordance
with the provisions hereof.

The city manager shall designate the officer or officers who
shall enforce the provisions hereof.

The effective date of each of the regulations contained in this
title shall be deemed to be the operative date of the city council
ordinance which adopted such regulation, unless a later date is specified
in a particular regulation.

The regulations contained in this title, shall not apply to
city-owned or leased property, when actually in use by the city.

The following zones are established within the city to carry
out the purpose of this title:
R-1 Low Density Residential Zone
R-2 Medium Density Residential Zone
R-3 High Density Residential Zone
R-4 Very High Density Residential Zone
HR-C Hillside Conservation Zone
HR-LD Low Density Hillside Preservation Zone
HR-MD Medium Density Hillside Preservation Zone
HR-RE Rural Estates Zone
HR-VL Very Low Density Zone
PC Planned Community Zone
C-1 Neighborhood Commercial Zone
C-2 General Commercial Zone
BP Business Park Zone
CO Commercial Office Zone
CM Commercial Manufacturing Zone
OS Open Space Zone
PF Public Facilities Zone
I-HC Institutional-Healthcare Zone
H Hillside Development Overlay District
FP Flood Plain Overlay District
HM Historic Mission Overlay District
PD Planned Development Overlay District
GH Geologic Hazards Overlay District

Changes in the boundaries of any such zones may and shall be made by ordinance. Where uncertainty exists as to the boundaries of any zone shown upon the Zoning Map, the rules set forth in Section
17.04.070 through
17.04.090 shall apply.

Where such boundaries are indicated as approximately following
center of street and alley lines or lot lines, such lines shall be
construed to be such boundaries.

In the case of unsubdivided property where a zone boundary divides
a lot, the location of such boundaries, unless the same are indicated
by dimensions, shall be determined by the use of the scale appearing
on the zoning map.

Where a public street or alley is officially vacated or abandoned,
the regulations applicable to abutting property shall apply to such
vacated or abandoned street or alley.

There is adopted an "official zoning map" for the city, a true
copy of which is marked as such and incorporated in this title by
this reference. All properties within the city are placed in the zones
as indicated on said map. Said map shall remain on file in the office
of the city clerk of the city. All changes to said map shall be noted
thereon by the city clerk as soon as the same become effective.

All uses not specifically permitted, permitted subject to a conditional use permit, or provided for by interpretation of the enforcement officer or city council shall be prohibited. A variance as provided for in Sections
17.30.030 through
17.30.060 shall not be construed as a zoning device to allow or permit a prohibited use.
