Development standards in commercial and manufacturing zones
shall be subject to the following regulations:
A. Outside
storage of equipment and merchandise shall be screened from the view
of passersby.
B. All
uses, except certified recycling facilities as permitted, shall be
conducted wholly within a building or an area screened to be approved
by the director of community development.

Land uses listed in each zone shall be subject to the following
regulations:
A. The
listing may be clarified or augmented by written action of the planning
director.
B. The
written action shall be made part of the land use record for the property
in question.
C. Decisions
of the planning director may be appealed to the planning commission.

Pursuant to requirements of the San Bernardino County Flood
Control District, no person, agency nor organization may cause storm
water drainage to flow into the existing Mission Zanja Creek Channel
in excess of ninety percent of the existing flow as demonstrated and
verified in accordance with the San Bernardino County Flood Control
District Hydrology Manual, latest edition.
This restriction shall remain in place until such time as the
Mission Zanja Creek Channel has been improved and accepted to ultimate
Q100 condition verified by the Federal Emergency Management Agency
or as San Bernardino County Flood Control District may allow by variance.
