Single residential home construction.
After all tap fees have been paid, minimum $250.00 deposit per house. Water used shall be charged pursuant to the regular residential user’s water rate. Unused deposit is refundable if refund is requested within 60 days following the end of construction.

Residential (rental):

Inside the city: $250.00.
(2)
Outside the city: $350.00.

Renters that have established annual monthly billing with no late fees, reconnect fees or NSF may request a refund of up to one-half (1/2) of their deposit but no less than twice the average monthly billing. The refund request must be submitted in writing to the utility billing clerk.

The following fees (which include the water meter) shall be charged with a water tap or charged for new construction where a tap exists:

3/4 inch: $1,000.00.
(2)
1 inch: $5,000.00.
(3)
Larger than 1 inch: $5,000.00 plus actual cost of meter plus 25% administrative fee.

The following fees (which include tapping saddle, corporation stop, service line to meter, and meter box) shall be charged for water tap. Does not include meter fee. All cost associated with boring or street cuts shall be in addition to this fee and shall be the responsibility of the property owner.

The sanitary sewer capacity fee (which includes a tapping tee on the city main line and service line extended to the property line with a city clean out). All costs associated with boring or street cuts shall be in addition to this fee and shall be the responsibility of the property owner.

If a customer requests a re-read, the city will re-read the meter. If it is found that the initial reading was correct, the customer shall pay a minimum charge of $15.00.

If a customer complains of the charges for water supplied and demands that the meter on their premises will be tested, the city will remove and test the meter. If it is found the meter does not register in error more than 2% fast, the customer shall pay a minimum of $35.00.

If a service requires disconnection for nonpayment, the customer shall pay a minimum of $30.00 in addition to the entire bill to resume service to the account during normal business hours. Service reconnected after hours require a minimum of $50.00 in addition to the entire bill. Failure to have the total amount left in the night deposit the next business day will result in another disconnection for nonpayment.

If a water bill is not paid by the 15th of the following billing period, a penalty of 10% shall be applied to the delinquent account only, and shall accrue on total unpaid balance.

Customers delinquent (those that incur reconnect fees, or NSF fees) three (3) times in a twelve (12) month period will be required to pay a deposit two (2) times their annual monthly billing (rounded to the nearest ten dollars).

Locations with a single water meter providing service to multiple residences, multiple commercial users or any combination under either a single roof or multiple roofs are charged multifamily rates for water and sewer.

If a request is submitted to the city to transfer an account, the customer shall pay a minimum of $20.00.

Failure to remit payment for water, sewer, or trash service ten (10) days after the due date will result in termination of such service immediately and a lien filed against the property.

Any customer who requests an adjustment due to water leak shall present to the city documents (plumber’s invoice) and verification (check to repair leak) to substantiate that a water leak has occurred. The city may adjust the account as described below:
(1)
A six-month average shall be determined for the base amount owed.
(2)
Subtract the averaged amount from the total amount due on the bill with leak.
(3)
The remainder will be split in half. One-half will be adjusted by the city and the other half will be charged to the customer at the current water purchase rate.

(a)
Backflow prevention assembly tests and registration fees.
(1)
There is an annual nonrefundable registration fee for each nonresidential backflow prevention assembly device, per each separate device (not applicable to organizations zoned single-family related to the beautification of entrances): $30.00.
(3)
Licensed backflow prevention assembly tester registration fee: Annual registration fee for approved testers shall be a nonrefundable fee of $75.00.
(4)
Private contractor testing fee: There shall be no additional charges by the city for testing conducted by “private” contractors.
(5)
Backflow prevention test report late fee (after 3 days): $50.00.

Deposit fee for fire hydrant water meter with backflow prevention device.

A service fee of ten dollars ($10.00) will be charged for discontinuing water service at the customer’s request.

The owner or tenant will be charged ten dollars ($10.00) per pick-up load collected of large or excessive accumulations of garbage, refuse, trash, rubbish, limbs, brush, lumber or other bulky or heavy materials which are not included in the city’s normal weekly trash collection services.
