Maximum speed limits are established on portions of specified streets, as follows, and it shall be unlawful for any person to drive a vehicle, on any part of a street where a maximum speed limit applies, at a higher speed than the maximum prescribed for that part of the street:

Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour over that maximum speed limit.

The following are established as through highways, and stop or yield signs shall be erected at every intersection of every through highway (except those intersections where traffic signals are erected and maintained as provided in § 15-202 of this Part) facing traffic approaching the through highway on intersecting streets. Every driver of a vehicle approaching a through highway on any intersecting street where there is a stop or yield sign shall stop the vehicle as required by § 3323(b) or § 3323(c) of the Vehicle Code, 75 Pa.C.S.A. § 3323 (b), (c), as the case may be, and shall not proceed into or across the through highway until he has followed all applicable requirements of that section of the law:

The following intersections are established as yield-right-of-way intersections, and official yield signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the intersecting street) upon the first-named street (the yield street) at each yield intersection, in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection upon the first-named street, in the direction indicated in each case, shall slow down or stop the vehicle as required by § 3323(c) of the Vehicle Code, 75 Pa.C.S.A. § 3323(c), and then yield the right-of-way as required by that subsection of the Vehicle Code.

Any person who violates any provision of this Section shall be prosecuted under § 4902(a) of the Vehicle Code, 75 Pa.C.S.A. § 4902(a), and, upon conviction, shall be sentenced to pay a fine of $150 and costs, and an additional penalty of $75 for each 500 pounds or part thereof, in excess of 3,000 pounds over the maximum allowable weight as prescribed by § 4902(e-1) of the Vehicle Code, 75 Pa.C.S.A. § 4902(e-1).

It shall be unlawful for any person to drive any vehicle other than a passenger car on any street or part of a street listed in this subsection, except that nothing in this subsection shall prohibit anyone from driving a commercial vehicle or truck on any part of any such street where necessary in order to pick up or deliver any goods, wares, merchandise, or material from or to any premises located on any such or part of a street.

The following are established as snow and ice emergency routes. In order to facilitate the movement of traffic and to combat the hazards of snow and ice on those snow emergency routes, the Borough Manager or Mayor, at his discretion, may declare a snow and ice emergency. Information on the existence of the emergency may be given through radio, newspaper or other available media, and notification of the termination of the emergency may be given by use of the same media.

After any snow and ice emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person to park a motor vehicle, or to allow the vehicle to remain parked, on any snow and ice emergency route; or for any person to drive a motor vehicle, not equipped with snow tires or equivalent or chains, on a snow and ice emergency route.
3. 
If, at any time during a period of snow and ice emergency, a person parks a motor vehicle anywhere upon a snow and ice emergency route, that person shall be guilty of a violation of this Section, and, upon conviction, shall be sentenced to pay a fine of $50 and costs.
4. 
If, at any time during a period of snow and ice emergency, a person drives a motor vehicle not equipped with snow tires or equivalent or chains upon a snow and ice emergency route, that person shall be guilty of a violation of this Section, and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
5. 
Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any snow route may be removed or towed away to any other location by the Police Department of the Borough of Myerstown, Mayor, Borough Manager, and/or by persons authorized by the Police Department to do so. The cost of removal and towing any such vehicle may be assessed by the Borough against the owner thereof and if the owner thereof fails to pay the cost of towing and removal, the Borough may file a municipal lien under the Municipal Lien Act of the Commonwealth of Pennsylvania, 53 P.S. § 7101 et seq.

It shall be unlawful for any person to operate a snowmobile, ATV’s, go carts, unregistered dirt bikes and golf carts on any street or highway in the Borough, except that nothing in this Section shall prohibit any person from operating a snowmobile, ATV’s, go carts, unregistered dirt bikes and golf carts: (A) as authorized by § 7721 of the Vehicle Code, 75 Pa.C.S.A. § 7721, for emergency and bridge crossings and for direct crossing of streets or two-lane highways; or (B) for special snowmobile, ATV’s, go carts, unregistered dirt bikes and golf carts events where authorized in advance and the street is blocked off as provided in § 7723 of the Vehicle Code, 75 Pa.C.S.A. § 7723.
2. 
Any person in violation of this Section shall be subject to the penalty of $100.
