(1) 
The city council shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway as follows:
Crosswalks shall be established and maintained are all intersections within the city of Point Arena where the city council determines that there is particular hazard to pedestrians crossing the roadway.
(2) 
Other than crosswalks at intersections, no crosswalk shall be established in a block, which is less than 400 feet in length. Elsewhere not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at mid-block.

No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb except in a marked crosswalk.

No person shall stand in any roadway other than in a crosswalk if such action interferes with the lawful movement of traffic. This section shall not apply to any public officer or employee, or employee of the public utility, when necessarily upon a street in line of duty.
