Except as may otherwise be determined in this title, the prima facie speed limit on all public streets of the Town is hereby declared to be 25 miles per hour.

On the basis of engineering and traffic surveys, and in accordance with provisions of the California Vehicle Code, the following prima facie speed limits are hereby determined and declared:
A.
On Solano Avenue between the Town limits to California Drive, the prima facie speed limit is 35 miles per hour.
B.
On Yountville Cross Road between the Town limits and Yount Street, the prima facie speed limit is 35 miles per hour.
