Construction of the underground facilities by the utilities shall be accomplished in accordance with the rules, regulations and tariffs on file with the State Public Utilities Commission.

Each transformer shall be located in the manner so that it harmonizes with the area surrounding it. The Council may require the transformer to be flush with or below the official sidewalk or curb grade.
