This chapter is adopted as the buildings and construction code of the Town of Yountville, adopting by reference the uniform codes set forth in Chapters 15.00 through 15.46 of this title, with such amendments and deletions, as noted based on local climatic, geological and topographic conditions. The regulations set forth in this title are additions and/or amendments to those uniform codes, and where any uniform code provisions are in conflict therewith, it is the intent of the ordinance codified in Chapters 15.00 through 15.46 to amend or delete such conflicting rules or regulations so that said chapter provisions shall be controlling.

Permit fees and plan check fees as provided in this chapter shall be collected for all work in the Town performed by or for the Town, County, State, United States of America, or any agency thereof, except where exempt under law.

Permits for building, construction, alteration, repair, electrical work, plumbing work, mechanical work and all other work shall be issued only on the application of the holder of a contracting license issued by the State, licensing such person to engage in the type of work anticipated by the application for such permit, except that owners' permits may be issued as provided by law.

The Building Official is appointed and designated administrative authority, as such terms are used and such positions are established in the California Building Standards Code, as set forth in Title 24 of the California Code of Regulations and all codes contained therein. The Building Official is charged with the enforcement of and given the authority to administer all provisions of such codes and Town regulations and requirements adopted under the authority provided in Government Code Section 38660.

Where plan review is commenced and it is determined that the application is incomplete, the applicant shall have 15 working days after receiving notice by telephone or U.S. mail to submit any required plans and documentation so that plan review may continue. If the required plans or documentation are furnished within the 15-working-day period, no additional plan review fee will be assessed. If the documentation is not furnished within the 15-working-day period but is furnished within 30 calendar days after notice is received by the applicant, the applicant shall pay a new plan review fee which shall be 50% of the amount fixed by the fee schedule. Where documentation is not received within 30 days, the application shall expire and the applicant shall pay a new plan review fee upon reapplication.

A. 
Applicability. A certificate of occupancy shall be granted by the Building Official to certify compliance with the Uniform Building Codes adopted herein upon completion of new commercial building area and upon a change of use in a space qualifying as a commercial occupancy.
B. 
Revocation. A certificate of occupancy may be revoked at any time by the Building Official if he or she has determined that the structure or operation is no longer in compliance with the applicable Uniform Building Codes.
