There is hereby established the narcotic forfeiture fund pursuant to the provisions of Division 10, Chapter 8, of the California Health and Safety Code and the Federal Comprehensive Crime Control Act of 1984 and all amendments thereto.

(a) 
All funds and any interest income or other accruals received from federal or state forfeiture disbursements shall be deposited in the narcotic forfeiture fund. Such funds shall be used exclusively to support law enforcement and prosecutorial efforts.
(b) 
Such funds shall not supplant any funds that would, in the absence of such forfeitures, be made available to support the law enforcement and prosecutorial efforts of any department of the city.
