For the purpose of this article, lanes shall be defined as follows:
Outside lane.
The outside lane shall be that lane of traffic next to the safety lane or parking area.
Inside lane.
The inside lane shall be that lane of traffic next to the center line of the street.

The Chief of Police shall be and is authorized to designate and mark streets of the City as four lane streets for vehicle traffic as may be directed by action of the Council. Four lane streets shall be those streets on which traffic shall be authorized to move in two lanes of traffic in opposite directions.

Upon the designation and marking of four lane streets, vehicle traffic thereon shall be subject to the following regulations in addition to the general traffic regulations governing all traffic in the City:
A. 
Straddling Lines: Vehicles on four lane streets shall not straddle the traffic lines.
B. 
Weaving: Vehicles on such streets shall not weave from one lane to the other.
C. 
Changing Lanes: Vehicles on such streets desiring to change from one lane to the other shall do so only after the operator thereof shall give a hand or mechanical signal of the desired change.
D. 
Bicycles: Bicycles on four lane streets shall stay in the outside lane or the safety lane only.

The outside lane of four lane streets shall be used by all vehicles looking for or leaving a parking zone or such vehicles desiring to make a right-hand turn. The inside lane shall be used by all vehicles traveling straight ahead and all vehicles desiring to make a left-hand turn. No left-hand turns shall be permitted when signs prohibiting left-hand turns are in place and on display.

A. 
Right-Hand Turns: Right-hand turns on four lane streets shall be made only by vehicles in the outside lane.
B. 
Left-Hand Turns: Left-hand turns shall be made only by vehicles in the inside lane.

Vehicles occupying the inside lane on four lane streets shall have the right-of-way over all vehicles occupying the outside lane, and all vehicles occupying the outside lane shall yield the right-of-way to all vehicles occupying the inside lane.
