The city being in a defense production area, it is declared and determined to be necessary and essential, whenever a state of war exists and a national emergency has been declared, that the employees of the city have a method of identification in order that, among other things, the citizens of the community will be able to know that the bearer of such identification is an employee of the city and is justified in carrying out any extraordinary duties imposed upon him or her in the event of local emergency, and in order that the property of the city may be more adequately protected and the employee assisted in identifying him or herself in connection with his or her official duties.

Whenever identification becomes necessary, each employee of the city whose duties habitually require that he or she enter upon private premises, shall have his or her finger and thumb prints taken, shall have a photograph made, and shall furnish an accurate description of his or her physical appearance. The city shall arrange for such fingerprinting and photograph at no expense to the employee.

Each employee identified as herein required shall be issued an identification card, at no cost, evidencing his or her employment by the city. Such card shall be carried or worn, as the case may be, at any time easy identification shall become necessary by reason of entry upon private premises.

In the event an identification card is lost, a duplicate thereof shall be immediately procured by the employee. A charge of ten dollars shall be made for each duplicate.

Any employee required to wear an identification card while performing his or her duties, who reports for work without such card, shall be required to obtain the same before commencing work, and the time required to obtain such card or to obtain satisfactory temporary identification from the human resources division shall be deducted from the wages of the employee.

When any employee leaves the city employment, he or she shall return to the human resources division any identification card issued to him or her, and a receipt shall be given to said employee evidencing such return. The final salary payment due such employee may be withheld by the city until said card is returned to the human resources division as herein required.
