Any City administrative officer or employee in whose department the initial enforcement of a law is located shall have authority to sign, and shall sign, such necessary complaint in that connection as the City Attorney may direct in writing.

Whenever such administrative officer or employee signs such complaint by specific direction of the Council, he does so as a representative of the City and not in his personal individual capacity. The City shall indemnify and save harmless the administrative officer or employee of and from all damages, expenses, costs and charges and against all loss and liability he shall sustain or in any way be put to for or by reason of such action.
